The Payment Systems Department of the Bank of Latvia maintains the Credit Register and provides Credit Register data.

Credit Register data can be obtained by:

  • Credit Register participants
    Credit Register participants (credit institutions providing financial services associated with credit risks, commercial companies having close links with the credit institution and providing financial services associated with credit risks, insurers and credit unions) are entitled to receive the Credit Register data on:
    • their borrowers and borrower guarantors;
    • natural and legal persons who have submitted an application in writing to the participant for concluding a loan agreement or have agreed in writing to be borrower guarantors.
    • other natural or legal persons pursuant to Paragraphs 169.4–169.7 of the Regulation for the Credit Register.

  • The Financial and Capital Market Commission
  • Any natural or legal person
    Natural and legal persons are entitled to receive Credit Register data only pertaining to themselves, as well as Credit Register participants' data requests pertaining to them. A person can receive:
    • Credit Register basic data (including data on the requests of the participants pertaining to a person as made over the last year);
    • all Credit Register data pertaining to a person (including data necessary for the financial market supervision and macroeconomic analysis as well as all data on the requests of the participants pertaining to a person).
  • Consumer creditor
    Persons of the EU and EEA engaged in consumer lending are entitled to receive data existing in the Credit Register on the consumer for the purposes of assessing consumer creditworthiness.

The Bank of Latvia shall provide:

  • All Credit Register data pertaining to a natural or legal person in person.

To receive Credit Register data pertaining to natural and legal persons, the respective person has to arrive at the Credit Register in person (at the following addresses: K. Valdemāra iela 1B, Riga, Ģimnāzijas iela 12, Daugavpils and Teātra iela 3, Liepāja).

To receive Credit Register data:

  • A natural person shall submit an application (a resident and non-resident) and present a person's identity document (a passport or an identity card). 

    The custodian of a natural person shall submit an application in writing and present a person's identity document (a passport or an identity card) and a decision of the custody court on the custodian's appointment.

    An authorised representative of a natural person shall submit an application in writing and present a person's identity document (a passport or an identity card) and a letter of attorney, certified by a notary, regarding the right to receive the Credit Register data.

  • A representative of a legal person shall submit an application in writing and present a person's identity document (a passport or an identity card). The Bank of Latvia shall verify that the person is entitled to represent the legal person.

    An authorised representative of a legal person shall submit an application in writing and present a person's identity document (a passport or an identity card) and a letter of attorney, certified by a notary, regarding the right to receive the Credit Register data.

As a rule, the Bank of Latvia shall provide the Credit Register data immediately, but in specific cases no later than within five business days after receiving a request to that effect. This service is free of charge.

  • All Credit Register data pertaining to a natural or legal person as a direct mail delivery with a notification of delivery at the delivery address to the addressee against signature where it is in any European Union or European Economic Area country and where the above service is provided by the postal services provider of the respective country.
  • To receive Credit Register data pertaining to a natural person as a direct mail delivery, the natural person shall submit an application in writingThe authenticity of the person's signature on the above application shall be verified in accordance with the procedure stipulated by the laws and regulations governing the issue of certifications (depending on the country where the authenticity of the signature is verified). For example, in Latvia the authenticity of the signature is verified by a sworn notary public. In municipalities (rural territories and towns) where there is no sworn notary public, the custody court of the particular municipality (rural territory and town) is entitled to verify the authenticity of a signature of the persons residing in the territory under the jurisdiction of the respective custody court.
  • To receive Credit Register data pertaining to a legal person as a direct mail delivery, the legal person shall submit an application in writing . The authenticity of the person's signature shall be verified in accordance with the procedure stipulated by the laws and and regulations governing the issue of certifications (depending on the country where the authenticity of the signature is verified). For example, in Latvia the authenticity of the signature is verified by a sworn notary public. 

The person can submit the application by mail (subject to the above requirements) to the address K. Valdemāra iela 2A, Riga, LV-1050, or e-mail as a document signed with secure digital signature (in such a case the authenticity of the person's signature need not be verified).
  • Credit Register data on the consumer to the consumer creditor.

To receive Credit Register data on the consumer, the consumer creditor shall fill in a request form interactively in the "Section of Credit Register consumer creditor request" (address - https://pkp.bank.lv/default.aspx?lang=EN). Any person may fill in a request on behalf of the consumer creditor.

About electronic delivery of Credit Register data to natural persons

Electronic delivery of Credit Register data would certainly be more convenient to many information recipients. However, for the Bank of Latvia to provide data pertaining to a person electronically, it should be assured, both from the legal viewpoint and in the persons' own interests, that the information is delivered to the right addressee and that the data transmission is safeguarded against leakage. Hence, to enable such option, Latvia has to solve a number of legal and technological issues.

The Bank of Latvia would consider the possibility of commencing the delivery of data to natural persons, when, similar to the current legal regulation for digital signature, legal provisions for remote authentication of natural persons are incorporated into the Republic of Latvia laws and regulations.

Data delivery by e-mail will be ensured as soon as a system of encrypting digitally securely signed documents is introduced in this country in order to allow only the submitter of the applicarion to decode the respective document.
