Latvijas Banka provides Credit Register data to the customer or customer's guarantor after receiving a request in writing to that effect.

In person

To receive Credit Register data in person:

  • A customer or customer's guarantor (a natural person) shall submit an application in writing and present a person's identity document (a passport or an identity card);

The custodian of a customer or customer's guarantor (a natural person) shall submit an application in writing and present a person's identity document (a passport or an identity card) and a decision of the custody court on the custodian’s appointment;

An authorised representative of a customer or customer's guarantor (a natural person) shall submit an application in writing and present a person's identity document (a passport or an identity card) and a letter of attorney, notarised or certified in an equivalent way, regarding the right to receive the Credit Register data;

  • A representative of a customer or customer's guarantor (a legal person) shall submit an application in writing and present a person's identity document (a passport or an identity card);

An authorised representative of a customer or customer's guarantor (a legal person) shall submit an application in writing and present a person's identity document (a passport or an identity card) and a letter of attorney regarding the right to receive the Credit Register data.

Latvijas Banka provides the Credit Register data in person at K.Valdemara iela 1B, Riga.

This service is free of charge.

Electronically

To receive the Credit Register data electronically, a natural person or representative of legal person with the rights to represent a company shall authenticate on the Credit Register's website for electronic servicing (address: https://manidati.kreg.lv) only with a person's identity document issued in the Republic of Latvia (eID card).

To access the Credit Register website for electronic servicing:

The person will be able to receive the service if a correct PIN1 is entered and the authentification certificate included in the person's eID card is valid (its validity term has not expired and its operation is not suspended).

The Credit Register e-service website for natural persons can be accessed by using Microsoft Internet Explorer (Version 8 or later) and Google Chrome (Version 3.0 or later).

As direct mail delivery

(a person shall pay a postal service fee)

Latvijas Banka provides Credit Register data to a customer or customer's guarantor as a direct mail delivery with a notification of delivery at the delivery address against a signature of the addressee confirming receipt where it is in any European Union or European Economic Area country and where the above service is provided by the postal services provider in the relevant country (e.g., such service is provided in Lithuania, Norway etc., while Ireland, Great Britain, etc., do not provide the above service).

To receive Credit Register data pertaining to a customer or customer's guarantor as a direct mail delivery, the customer or customer's guarantor shall:

1) submit a paper-based or electronic application in writing.

Where the application is submitted in paper form, the authenticity of the person's signature on the above application shall be notarised or certified in an equivalent way (depending on the country where the authenticity of the signature is verified).

For example, in Latvia the authenticity of the signature is verified by a sworn notary public or the custody court of the municipalities (rural territories and towns) where there is no sworn notary public. The custody court of the particular municipality is entitled to verify solely the authenticity of a signature of the persons residing in the territory under the jurisdiction of the respective custody court.

Where the application is submitted in electronic form, it shall be signed with a secure digital signature.

Where a custodian of a customer or customer's guarantor (a natural person) signs the application on his/her behalf, a decision of the custody court on the custodian’s appointment shall also be submitted to Latvijas Banka.

Where an authorised representative of a customer or customer's guarantor (a natural person) signs the application on his/her behalf, a letter of attorney, notarised or certified in an equal way, regarding the right to receive the Credit Register data shall also be submitted to the Bank of Latvia.

Where an authorised representative of a customer or customer's guarantor (a legal person) signs the application on his/her behalf, a letter of attorney regarding the right to receive the Credit Register data shall also be submitted to Latvijas Banka.

The customer or customer's guarantor can submit the application:

  • in a paper form (subject to the above requirements), mailing it to the address: K. Valdemara iela 2A, Riga, LV 1050;
  • as a document signed with secure digital signature, e-mailing it to the address:  info@bank.lv

2) pay Latvijas Banka a postal service fee subject to the rate charged by SJCV Latvijas pasts for postal services*, transferring the above fee to Latvijas Banka settlement account No. LV51 LACB 0EUR 1750 5020 0, BIC LACBLV2X).

A person shall state under payment details:

''Postal service fee for mailing the Credit Register data on Name Surname (e.g., Jānis Kļaviņš)''.

  • EUR 1.71 (First class postal consignment (recorded letter) – EUR 1.71), where the Credit Register data are sent within the territory of Latvia
  • Postal fee according to the Latvian Postal Price List (First class postal consignment (recorded letter)), where the Credit Register data are sent outside Latvia

Latvijas Banka shall provide the Credit Register data within five business days after receiving a written application from the customer or customer's guarantor and postal service fee to that effect.
