The European Commission has established two separate reporting channels to support enforcement of the Artificial Intelligence Act.
AI Act whistleblower tool
The AI Act Whistleblower Tool enables individuals professionally connected to providers of general purpose artificial intelligence (GPAI) models or certain artificial intelligence systems to report suspected infringements securely and anonymously. Reports may be submitted in any official EU language with supporting documents.
The tool covers reports concerning:
- providers of general purpose artificial intelligence models;
- providers or deployers of artificial intelligence systems supervised directly by the AI Office;
- harmful practices or suspected infringements that could affect fundamental rights, health, safety or public trust;
- possible breaches of obligations concerning prohibited practices, transparency, high risk systems or general purpose artificial intelligence models.

AI Act complaints tool
The AI Act Complaints Tool allows natural and legal persons to submit non-anonymous complaints under Article 85 concerning alleged infringements involving artificial intelligence systems. Complaints may be submitted in any official EU language and supported by relevant documents.
A complaint may be submitted by any natural or legal person with grounds to consider that the AI Act has been infringed. Unlike the whistleblower channel, the complainant does not need to have a professional connection to the provider or deployer. Consequently, the tool may be used by affected individuals, consumers, companies, public interest organisations and other legal persons.
The complaint must concern an artificial intelligence system supervised directly by the AI Office. According to the Commission’s enforcement framework, this includes principally:
- artificial intelligence systems developed by the provider of the underlying general purpose artificial intelligence model or by a provider belonging to the same group;
- artificial intelligence systems integrated into a very large online platform or very large online search engine designated under the Digital Services Act.
